New Mystery Photo Solved!

 

New Mystery Photo posted on Thursday, December 8th at 11:10 a.m. was solved by Heather Haines at 12:49 p.m. the same day - “It is called pollarding and it keeps the trees small.”

Catalpa trees can grow quite large, and Westport has may fine examples of this in several areas of town.

Mark Roy of the Westport Cemetery Department is cutting off all the branches of these “bone trees,” a yearly process that keeps the trees in a dwarf state and for aesthetic foliage purposes.

More importantly, pollarding (only works on certain trees) prevents any long-term damage to the stone wall and the caskets of the interred due to an expanding trunk and root system.

Special mention to Chuck Goldberg for adding that the practice makes the cemetery more viewable while providing an element of privacy.

Our last Mystery posted was solved on Monday, October 10th. It took four days, and very few responders had the correct answer, but one did – Westport’s Bob McMillan correctly guessed on Monday, October 10th at 4:11 p.m. “Aerial seeding of winter rye seed on farm land.”

 This Mystery Photo was posted on Thursday, October 6th at 9:45 a.m.

Bob wins a $25 gift certificate to Partners Village Store and Kitchen by being the first to correctly and specifically guess what is going on in this Westport photo! Congratulations Bob.

Special recognition to Ron Savaria who guessed yesterday at 8:11 p.m. “Seeding field at Buzzard Bay Brewery.”

This was a tough mystery photo folks, but in an agricultural community like Westport maybe it should have been solved a bit earlier? Just sayin’.

By the way, aerial winter seeding of hardy, winter rye on farm fields can improve soil organic matter and soil fertility, suppress cool-season weeds, prevent soil erosion, and create a better seedbed for spring planting.

Tuesday, May 2 - Want to be part of land protection in Westport? Join the Westport Land Conservation Trust and volunteer with Trail Team Tuesday! They will then carpool to each week’s project site. Projects will vary depending on the week but may include woodworking, trail trimming, boundary marking as well as other tasks depending on the groups skill set. They will finish up around lunchtime.  Wear sturdy footwear and clothing for working outside.  They hope to build a team that will be both rewarding to work with as well as accomplish important tasks to enhance the safety and experience of visitors.

Tuesday, May 2 - Community Knit Nights at Dartmouth Grange Hall. Knitting for the babies, children and the needy. A dedicated group of knitters and crocheters meet monthly at the Dartmouth Grange in support of a project to provide handmade hats, scarves and other warming garments for people in need.

People who can knit or crochet are asked to make items for babies, children or adults. Organizations locally and far away are accepting handmade goods to distribute. People can choose the charities that they wish to support.

Donations of yarn are needed, too.

St. Peter’s Episcopal Church, 351 Elm Street, Dartmouth will offer a special Service of Hope and Healing for anyone struggling with addiction, those in recovery as well as their family, friends and supporters beginning

In light of the opioid epidemic on the South Coast, this service of hope and healing is open to anyone in the local community who is struggling with any type of addiction.  It is open to folks of any denomination or no denomination.  Their purpose in hosting this evening is to help people know that they are not alone, in the midst of what might seem like a very isolating experience.  All are welcome to attend this service no matter where they are on their spiritual journey.

An exercise for people with or at risk for Osteopenia/ Osteoporosis. Participants will learn about osteoporosis and everyday activities that will improve their day to day lives. Thursday, May 4 - The Westport Food Pantry has relocated and is open every Thursday. 

After extensive searching and planning—and a generous offer—the Westport Food Pantry is now located at the Lighthouse Assembly of God, 522 American Legion Highway (Route 177, near the intersection of Sanford Road).

The pantry hours will now be 4:00 to 7:00 p.m. Thursday nights.

There will be no other changes for current pantry clients. Town residents aged 18 and over will still be able to come for food every other week. If you believe you may be eligible for the pantry and have not yet signed up, stop by the church during pantry hours for assistance.

Food and other donations can still be dropped off at Lees Market, Grum’s Restaurant, the Westport Library, and the bin located outside the church door.

They appreciate the donations. The top 10 things they need are; canned fruits and veggies, pasta and pasta sauce, hearty soups, snacks, canned tuna or chicken, rice and cereal.

The drop-off location is a box designated “food pantry” just outside the door.

Monetary donations also are welcome: every $1 donated purchases $10 worth of food at the grocery store because they are a member of the Greater Boston Food Bank.

Checks to support the pantry should be made out to ‘The Lighthouse Assembly of God’ with ‘Food Pantry’ noted at the bottom. Volunteers, both individuals and groups, are always needed. Thursday, May 4 - Cast-Offs knitting group, a non-profit, meet Thursday evenings from 5:00 – 8:00 p.m. at Westport Public Library, 408 Old County Road, Westport.  Learn to knit and bring your own knitting and sewing for an evening of conversation. 

The members knit for charity, knitting preemie hats and other items for St. Luke’s Hospital, cancer hats and shawls for the Charlton Cancer Center, burial dresses and wraps for R.I. Children’s Hospital, heart pillows for Charlton Cardiac Unit and Dadooza hug dolls for R.I. Early Intervention.

All knitters or crocheters are invited to join them for companionship and serving a purpose.

For two years, producer/director Catherine Zimmerman and film crew traveled around the country to visit hometown “habitat heroes” and film their inspiring stories of community commitment to conservation landscaping.

Sarah Lavalley has devoted her career to sustainable horticulture. She had the first NOFA-certified organic CSA in eastern Massachusetts in the ‘80s, was on the certifying committee at NOFA for several years and helped write the regulations for organic greenhouse growing.

She is now a NOFA-accredited organic land care professional, garden designer and beekeeper. She specializes in native plantings, meadows, insectaries and food gardens.

Saturday, May 6 - Bioreserve Big Walk 2017 in the Southeastern Massachusetts Bioreserve starts at 9:00 a.m. in Freetown-Fall River State Forest.

Freetown-Fall River State Forest, 110 Slab Bridge Road, Freetown.

Join the 20th annual Big Walk through the Southeastern Massachusetts Bioreserve. Each year, hikers are invited on a lengthy walk to experience the vastness of this protected space. This year’s walk route has yet to be determined, but it will start and end at Freetown-Fall River State Forest headquarters. Last year’s walk was over 12 miles with van pick-ups every few miles to transport those who only wanted to hike a portion of the walk.

The Big Walk is free and open to all ages, including canine companions. Participants should wear comfortable walking shoes or hiking boots and bring insect repellent, sunscreen, a water bottle, and a bag lunch. Water refills and trail snacks will be provided along the way.

The Friends of Myles Standish have had walkers go the full distance in the last four years.

Saturday, May 6 Join the Saturday Trail Team! The Westport Land Conservation Trust started an informal volunteer party called the Tuesday Trail Team last year. Each week since, this group of a dozen or so community members has met to open up new trails, improve wildlife habitat, and enjoy the outdoors.  

"The Trail Team is in one part good exercise; in one part learning about the Westport Land Conservation Trust and its mission; in one part meeting new people and working together with them; and in all parts personally rewarding," said Trail Team volunteer Sally Godfrey.

"We are a small non-profit organization that manages over 650 acres of land open to passive recreation spread across 10 destination properties throughout town," said Ryan Mann, Executive Director of WLCT.  "Our vision for each property is to promote wildlife habitat, clean water, and welcoming spaces for the public. The Trail Team volunteers are making a once distant vision an immediate reality. I encourage all community members to get out on their local trail and see first-hand the tremendous service that your neighbors are fulfilling."    

The Saturday Trail Team will begin meeting at 9:15 a.m. at the Westport Town Farm, 830 Drift Road, on May 7th and continue throughout the summer. The Westport Fishermen’s Association is hosting their 13th Annual Run for the Water at the DCR Horseneck Beach Reservation. They are featuring a new 10K course length this year, with cash awards and medals for top male and female finishers. The 5K Family Fun Run/Walk returns, with fun prizes for top individuals, families and teams.  Free t-shirt for all pre-registered entrants. Post-race feast too!

Join the WRWA for its annual Spring Beach Cleanup. To participate in the cleanup meet at 10:00 a.m. at the parking lot of Cherry and Webb Beach. WRWA will distribute gloves and bags for cleaning trash. Please come out and help! Be a part of the solution.
WRWA hosts beach cleanup events along the Westport shoreline in the spring and the fall each year. The problems associated with marine debris extend well beyond aesthetics. Sea birds, seals and other animals can be choked, starved or poisoned when they mistake debris for food. A particular problem is when sea turtles die after swallowing clear plastic bags, which they mistake for jellyfish.

Animals can also become entangled in nets, bags, ropes and other trash, often resulting in drowning, suffocation, loss of mobility or starvation.

Beachgoers can injure themselves on items such as pieces of glass, wood or metal while swimming or walking on the sand.

Marine debris can also pose a threat to navigation as propellers can become jammed with fishing line, and boats can be damaged by colliding with large pieces of debris, and plastic can clog cooling intakes

Saturday, May 6 – Viewing the nighttime skies at UMass. The UMass-Dartmouth Observatory and the Astronomical Society of Southern New England (ASSNE) invite the general public to their spring series of free night-sky viewing sessions at the campus observatory at 8:30 p.m.

Viewing will take place through the observatory’s 16-inch telescope and other telescopes operated

by ASSNE members.

Sessions take place only if the weather permits (clear skies). In the event of cancellation, an

announcement will be available before each event around 5:00 p.m. at www.assne.org or by calling

508.999.8715 for a recorded message.

The observatory is in the field to the right of the main entrance to UMass-Dartmouth off Old Westport

Road. Parking is in designated spaces on the campus Ring Road or in lot 17.

Admission is free. Children are welcome to attend, if accompanied by an adult.

Westport Town Announcements

As of Saturday, May 6, 2017

New Transfer Station vehicle stickers required by Tuesday June 30th.

The Westport Board of Health will begin issuing new Transfer Station stickers on Monday, May 1st for the next fiscal year. Everyone using the Transfer Station is required to purchase a new sticker every year. Present stickers expire Tuesday June 30th.

The cost of the sticker is $35; for seniors age 65 and over, the cost is $20. Additional stickers may be purchased on the same day only for the same household for $10 per vehicle. Residents must present their vehicle registration.

Stickers may be purchased at The Board of Health, Town Hall Annex, 856 Main Road. Office hours are 8:30 a.m. to 4 p.m.

Stickers may also be purchased at the Transfer Station by check only.

 

Dog licenses due by April 1, 2017.

1/01/2016 - Town Clerk Marlene Samson announces that Dog Licenses that are due each year by April 1st are now available in her office at Town Hall. A valid rabies certificate must be presented in order to obtain a license.

Male and Female Dogs - $15.00

Spayed and Neutered Dogs - $10.00

As of July 1st there will be a $15.00 Late Fee Imposed for dogs not yet licensed this year.

The Clerk’s office is open from 8:30 a.m. to 4 p.m. Monday through Friday, and on the first Monday of the moth from 8:30 a.m. to 6:00 p.m.

By mail: include check payable to: "Town of Westport," and include Rabies Certificate, spay or neutered certificate, and self-addressed, stamped return envelope and mail to: Town of Westport, 818 Main Road, Westport, MA 02790. Certificate will be returned.

Also:

$50.00 - 4 dog kennel

$75.00 - 10 dog kennel

Westport Beach Committee and Town Clerk’s office take action to address town beach pass hullabaloo.

Increased cost ($65) for Horseneck Beach passes drives Westport residents to Cherry & Webb Beach, compounding lack of parking space on busy weekends.

 

12/01/2015 - You must be a town resident or property owner to obtain a town beach pass for Cherry & Webb Beach, East Beach, and Knubble Beach.

All year-round residents must provide a current and valid vehicle registration.

And the Town Clerk’s office is being provoked by angry folks who don’t qualify for town beach passes.

Newly issued regulations seek to promote civility and better control of the issuance of highly-sought-after beach passes to Westport town beaches.

The new regulations seek to clarify who is eligible, thereby avoiding angry confrontations with town employees who issue the passes.

Proof of eligibility is the burden of the applicant.

Starting immediately, individuals seeking a beach pass must file an application with check or money order only (no cash please) and either mail (self-addressed, stamped return envelope must be included) or drop off the application at the Town Clerk’s office.

Applications can be obtained from the Town Clerk’s office, Council on Aging, Westport Public Library or obtained on-line by clicking here.

Simply put you “must have a residence in Westport year-round and claim your residency here, or you must be a property owner listed on the current real estate tax bill or spouse thereof.”

Commercial properties don’t qualify.

Fees remain the same; $30 per vehicle, seniors 65 and older pay just $15. 

Horseneck Beach is a state beach – daily and  season passes are issued only by the

State at the beach parking lot.

 

Boat excise tax bills are due April 15, motor vehicles by April 8th.

12/012016 - The town will mail out motor vehicle excise tax bills and they are due on or before May 14. Taxpayers are asked to contact the collector’s office if they did not receive a bill. Those in need of abatement may contact the assessor's office directly. The assessor's office is closed on Thursdays. Any motor vehicle excise bill not paid in full by May 14 will be subject to a $10 demand fee and 12 percent per annum interest.

Boat excise tax bills are due today. Outstanding bills will be subject to a $10 demand fee, interest of 12 percent per annum and a $20 or a 20 percent penalty, whichever is greater.

Real estate and personal property tax bills are due May 1. Any bill not paid in full will be subject to a 14 percent per annum interest charge. There is no grace period. Demand bills will be sent out soon after the due date, adding the $10 demand fee along with interest. Those making a late payment may call for interest figures.

Bills may be paid online at http://www.westport-ma.com/ for a 35-cent-per-transaction fee. To pay online, go to the website and under the headings, select Departments and scroll down and select Tax Collector. Instructions to sign up and pay online may be found there. No credit card payments are accepted.

If mailing in a bill, enclose the remittance portion of the bill or the whole bill if a receipt is needed. A self-addressed stamped envelope is required if requesting a receipt. If paying in person, taxpayers should bring the entire bill if a receipt is needed. A mail slot in the office door is available for anyone wishing to drop off a payment.

 

Westport residents need Yard Sale Permits.

Westport Residents who are planning to hold a yard sale must obtain a Yard Sale Permit from the Building Department, Town Hall Annex, 856 Main Road. Permits are $5.00 per day. Under the Town Bylaws and Regulations, a Yard Sale Permit may be issued to any one person for only three days in any one month or four days in any one year in conformity with the Zoning Regulations and for any one premises zoned residential. The Police Department or Zoning Enforcement Officer will be checking to see if a Yard Sale Permit is on premises and the permit must be presented if requested. Any person who shall violate any provision of the Bylaw shall be liable to a fine of $50.00 for each violation. Each day shall constitute a separate offense.

Westport Property and GIS Maps are On-Line

Citizens, town employees and other interested persons may now research properties on Westport by using the on-line property viewer and the interactive mapping capability of the town’s new geographic information system (GIS) website. The site allows to search for and display the assessors’ map of a parcel of land and to add additional information such as soil types, wetlands, zoning and aerial photos to that map. Users may also view an interactive map of the entire town, adding their desired information, then zooming to an area of interest.

The site includes a wide range of environmental and regulatory information. The information is not to be used for legal determination or to settle property disputes. It will be useful to anyone interested in their own property, to anyone interested in developing a property, and to those interested in the physical and cultural characteristics of Westport.

The site is accessed via a link on the town’s website: http://www.westport-ma.com/ where a tip sheet is also available. A video tutorial will be available in the near future via the town website. The project, which will be improved an updated yearly, is a joint effort of the Planning Board and the Board of Assessors, with funding from the data processing department.

Highway Department for taking pride in their community!

 

Highway Department freshens up ‘Westport of the Worlds’ Sign.Acting on a tip from a concerned resident, Westport Highway Surveyor Chris Gonsalves dispatched himself and three Highway Department workers with shrubs and flowering plants, rakes and shovels, and a backhoe to spruce up the signage project initiated almost three decades ago by the Westport River Gardeners.

The Briggs Road and Route 88 location was unkempt and overgrown with dead tree branches shrouding the sign, looking like some apocalyptic scene from a horror film instead of welcoming visitors to the Town of Westport.

So the four “landscapers” cut back the growth and tree branches, cleared, filled and graded the hillside, and planted flowers, finishing the project with a princely covering of pine bark mulch.

A tip of the hat to the Highway Department for taking pride in their community!

“Stove Boats, Shipwrecks and Cannibalism” was the formal title of an October 20th lecture by Westport Historical Society president Tony Connors on the perils that faced local sailors who shipped out for long, hard voyages on Westport whalers during the 19th century.

 

The catchy title referred to only a few of the many dangers faced by the captains and crews of the whaleships that called Westport Point their home port, and made their hometown known all over the world.

 

Connors started out his talk with a historic overview of the whaling industry, an important part of the local economy between the years 1803 and 1879. Westport Point was ranked eighth among the most successful whaling ports of that era, sending dozens of its ships around the globe in search of whales; nearby New Bedford was the top-grossing home port of the worldwide whaling industry, and quite a few Westport captains skippered those whaleships.

 

Westporters had been involved in small scale whaling close to shore since colonial times, but got seriously involved in the growing whaling industry as the 1800s got underway. “The last (whaling) ship went out of Westport in 1879,” Connors noted.

Westport’s Cukie Macomber shares a memory on the town’s rum-running days.

“In October 1919, our federal government passed the Volstead Act that began an era called “Prohibition.” This law, which lasted 14 years, prohibited the manufacture, sale and possession of liquor. It also helped a new Westport business to flourish: rum-running.

Rumrunners included local fishermen, boat owners and other local lawbreakers who transported whiskey and rum from large ships anchored in Rum Row, an area outside territorial waters located 3 miles from shore at first, but then increased to 11 miles. Small powerboats loaded up the cargo and proceeded to rush to shore without meeting up with a Coast Guard ship. Most of the locals’ small boats were faster than the Coast Guard vessels so many, many of the rumrunners avoided arrest.

 

I knew a pair of rumrunners, one of whom became very famous.

 

Charlie Travers was a young, intelligent man who saw rum running as an opportunity to get rich. And he did. Charlie had a boat called “Black Duck” built at Casey Boatyard. It was 50-feet long and powered by two airplane engines.  Aircraft engines were made for high RPMs—perfect for a rum-running vessel.

 

Black Duck was capable of doing 30 knots that was unheard of for a smallish boat.

 

“One night, ‘the Duck’ entered Narragansett Bay when it came upon a Coast Guard cutter moored to a bell buoy. The ship’s searchlight illuminated Travers’ boat and her crew. After some crazy maneuvering by Charlie’s helmsman, the Coast Guard opened fire with a machine gun.”Cukie Macomber

 

The gunner had orders to shoot into the stern of the Duck but instead got carried away and swept the pilothouse killing a trio of crewmembers. When word got out, angry crowds protested outside government buildings all over the United States. Their cry was that the country’s military killed unarmed civilians.
