Town Clerk Marlene Samson has finished preparing the town's April 12 election ballot layout and has sent it out for printing, and incumbent Selectman Brian Valcourt's name will be included.

 

The deadline for submitting certified nomination papers to the Town Clerk's office passed at the end of business on March 8, with all contestants submitting papers making the cut except for Valcourt.

 

12 of the 18 races will be uncontested, with three shaping up to be real barn burners.

 

Four candidates including incumbent Harold "Jack" Sisson are running for the three-year Highway Surveyor's position, and it promises to be contentious. Challengers Glenn Mauk, Stephen Medeiros and Ralph Urban all look to replace the embattled Sisson.

Elaine Ostroff and James Coyne have their eyes on filling the one-year selectman's slot left open with the recent election of Selectman Paul Schmid as Westport's newest state representative. This bout promises to be pivotal in changing the political makeup of Westport's Board of Selectmen.

 

The contest to fill the two, three-year terms on the Board of Selectmen is no longer in question, and will include incumbent Brian Valcourt's name along with incumbent select board Chairman Steven Ouellette and Westport farmer and UMass employee Antone Vieira Jr., who is trying to unseat one of the two incumbents.

 

Here are the races:

Two, three-year terms for Selectman: incumbent Steven J. Ouellette, Antone C. Vieira Jr., and incumbent Brian T. Valcourt.


One, one-year term for Selectman: James W. Coyne Jr., Elaine Ostroff and John S. “Jack” Pacheco.

Three-year Highway Surveyor: incumbent Harold “Jack” Sisson Jr. and challengers Glenn E. Mauk, Stephen J. Medeiros and Ralph Urban.

Three-year Board of Health: incumbent Donna L. Lambert and challenger  Kimberly A. Fernandes.


Two-year School Committee: incumbent Michelle A. Duarte will face challenger Antonio M. Viveiros.

Three-year term of Fish Commissioner:  incumbent George A. Yeomans and challenger Everett B. Mills II.

Residents who have not yet registered to vote in the April 12 annual Town Election, and wish to be eligible, have until the final voter registration session scheduled for Wednesday, March 23, from 8:30 a.m. to 8 p.m. to register. The session will be held at the Registrar's and/or Town Clerk's office at Town Hall, 816 Main Road from 8:30 a.m. to 4 p.m., and at the town's new fire station on Hixbridge Road from 4 to 8 p.m.

 

Registrations are also accepted Monday through Friday at the Registrar's office between the hours of 8:30 a.m. to 4 p.m.

Mail-in registration forms may be requested by calling (508) 636-1001. Residents registering to vote using mail-in registration forms must have their forms postmarked no later than March 23 in order to vote in the annual Town Election.

No names can be added to the voter list, except to correct omissions made by clerical error, after 8 p.m. on the final registration date.

Absentee ballots are available for residents who were registered to vote on or before March 23. The deadline for absentee voting is April 11 by noontime the day before the election.

 

To qualify to vote by absentee ballot, a voter has to be unable to vote at the polls on Election Day due to absence from town when the polls are open, or those who have a physical disability preventing them from going to the polls.
Absentee ballots may be filed until 5 p.m. on April 1.

 

As usual you can continue to vote early at the Town Clerk's office from 8:30 a.m. to 4:00 p.m. Ballots will be available three weeks before the election. For more information call the Town Clerk's office at (508) 636-1000.

"I'm impartial," the 24-year Westport resident told the seasoned men's social group. "I am not anybody's candidate. I am nice, but I'm tough," a stance the ROMEOs could appreciate.

"I don't need this job," Ostroff said. "I'm not going to work up the political ladder."

The Westport ROMEOs ratchet up their speaker schedule; Jack Sisson was last week, Jim Coyne is next week.

Walter Sieminski pulled papers February 17th but didn't return them on the 18th, effectively dropping out of the three-year selectmen's race. Arthur Anderson withdraws from Highway Surveyor's race, and Richard Borden bows out of the assessors contest, making John McDermott an uncontested candidate.

 

Antonio Viveiros decides on two-year School Board stint, and withdraws from the three-year opening.

 

Board of health candidate Kimberley Fernandes has been accepted as a member to the Massachusetts Association of Health Boards.
The MAHB accepts individuals who are on boards of health or who have a personal interest in local public health and/or the environment. The MAHB also offers an annual certificate program designed for board of health members.
The program covers areas such as governance, environment and emergency preparedness/community health. Fernandes is a candidate for election to the Westport Board of Health in April.

t5.jpgAntone Vieira Jr. was the guest speaker at the Westport Republican Town Committee's monthly meeting Wednesday, February 23rd. The independent candidate running for a three-year stint as Selectman had a lot to say about upping the quality of leadership at Town hall.

"I didn't start out with the intention of running for Selectman," the life-long resident of Westport told the gathering.

Seeking political office for the first time, the candidate said he was running for Selectman because "I want to improve the efficiency, accountability, and transparency of our town government. At the same time, I want to preserve and respect our historic past, respect the folks responsible for it, and support the potential we can achieve to move our community forward."

 

The former chairman of the Westport Community Preservation Committee and last year's chairman of the Westport Finance Committee expressed concerns about "the town's spending of free cash (stabilization fund) to cover normal operating expenses."

Her parents, Richard and Barbara Lambert, built their home on Old Bedford Road over 35 years ago, and it is where she resides today along with her parents and son, Brendon.

james coyne.jpgJames Coyne knows his way around a Westport town committee, having served on many throughout his public service life in Westport.

 

And he has announced his intentions to run for the one year remainder of Selectman Paul Schmid’s term.

 

Schmid is resigning in April of this year after haven been recently elected last November as Westport's state representative. Schmid agreed to stay on as selectman for $1 to avoid an expensive special election to fill the vacancy created by his election.

 

The 35-year resident and candidate is a veteran, having served as a United States Air Force Aero-Medic, and in the Massachusetts Army National Guard as a Legal Investigator.

 

"It is my belief the one year term of Selectman will give me an opportunity to serve the Town of Westport.  I do not have a particular agenda to follow or propose.

Long-term incumbent John McDermott may face a challenger for his seat in April as Richard T. Borden has taken out nomination papers for Assessor. McDermott has not faced an opponent in many years. This may become a hotly contested race.

 

Other races start to take shape as more potential contestants join the fray. Antonio Viveiros has expressed interest in both the three-year and two-year unexpired school committee positions. He most likely will make a decision which one after the drop-dead date February 22 for the filing of nomination papers. Incumbent Mike Sullivan is running for reelection for the three-year position, and Michelle A. Duarte is running for the unexpired term made vacant with the resignation and relocation of Russell Kleber. 

 

Fish Commissioner George Yoemans may face Everett B. Mills III. Yoemans ran a write-in campaign in 2008 to win his last three-year term.

 

Constables Joseph Migliori and William Pariseau have taken out papers, but face no opposition as of yet. Both men are up for reelection.

 

What does a constable do you ask? In England, where the office was derived over 500 years ago, the constable is synonymous with a police officer. In the U.S. this locally-elected position is primarily responsible for serving notice or debt collection for small claims. In colonial times before organized police forces, the constable was responsible for maintaining the peace. Today, constables stick largely to their role as process servers.

 

Good news for all you Library supporters. Incumbent Library Trustee Pauline B. Dooley has decided to run for reelection. One can only hope the other incumbent, Joseph A. Wisnewski Jr., will follow suit.

Two more Westport town residents have taken out nomination papers for the Highway Surveyor's job, bringing the tally to five. Glenn E. Mauk and Stephen J. Medeiros jump into the fray as this race is really heating up. The two join incumbent Harold Sisson, former Board of Health Agent Ralph Urban, and town resident Arthur Anderson.  

 

Friction between the current Highway Surveyor, Town Administrator and Selectmen is well known and has been highlighted in area newspapers, most recently over the questionable repair of a truck in the aging fleet of the highway department's vehicles.

 

Sisson also faces one of the worst January snowfalls in recent memory and, along with severe budget cutbacks and reduced state aid, is taking the hit from many quarters.

t1.jpg01/16/2011 - Political pundits are sharpening their knifes as prospective pols are taking out nomination papers for what promises to be an exciting April annual election. Of special note will be the two, three-year selectmen's seats up for grabs with incumbents Steven Ouellette and Brian Valcourt facing potentially stiff competition from Diamond Rock Farm's Tony Vieira, Jr. (pictured left), all who have taken out their papers. The nomination papers must be presented to the Board of Registrars on or before February 22 by 5 p.m. for certification, and then presented to the Town Clerk no later than March 8, 2011 by the end of business to be on the ballot.

 

Another race to watch is Highway Surveyor Jack Sisson who may be challenged by former Board of Health Agent Ralph Urban and town resident Arthur Anderson, all who have also taken out their nomination papers.

Spirlet rode the wave of a national referendum on fiscal conservatism to an overpowering victory in the selectman’s race, replacing Gary Mauk who decided not to run.

 

 

 

 

 

 

 

 

 

 

 

Selectmen issue a call to those who wish to serve their community.

The Board of Selectmen also announced that 25 seats on town committees are available for those who want to serve their community in a variety of ways, according to a list recently released by their office:

·         There are two citizen-at-large vacancies on the Cable Advisory Board, both of them for a one-year term.

·         There is one at-large vacancy for a two-year term on the Educational Fund Committee.

 

·         One vacancy on the Energy Committee is available for a one-year term.

 

·         The Estuaries Project Committee has a vacancy for one more member for a one-year term.

 

·         There is a one-year vacancy for one Fence Viewer.

 

·         Also available is one alternate member vacancy for a one-year term on the Historical Commission.

 

·         There is one vacancy for a one-year term on the Harbor Advisory Committee.

 

·         The Personnel Board has one vacancy for a three-year term.

 

·         There is one vacancy for a three-year term on the Recreation Commission.

 

·         There is one vacancy for a one-year term on the Shellfish Advisory Committee.

 

·         The Stormwater Management Program Committee has two at-large vacancies, each for a one-year term.

 

·         The Tax Incentive Program Committee has one at-large vacancy for a one-year term.

 

·         The Town Building Committee has room for four new members, each serving a one-year term.

 

·         The Water and Sewer Committee currently has no members and is offering six seats for interested volunteers, all of them for a one-year term.

The plucky member of the Westport Planning Board, best known for her energetic promotion of the Westport Cultural Council, has thrown her hat into the ring to run for the Selectman's seat being vacated by Paul Schmid who was sworn in Wednesday as Westport's newest State Representative.

Ostroff, an alumnus of Harvard's Graduate School of Education, has spearheaded the effort to place sidewalks in Central Village, and was responsible for promoting the Cultural Council's contest that resulted in five, arty bench settings in a town best known for its dairy cows and pastoral farms, but with more artisans per square foot than any other coastal village in Southern New England.

“I believe in listening to the people of Westport - voters and non-voters alike - whose children attend our schools, depend upon our police and firefighters for public safety, drive our roads, enjoy our beautiful beaches and rivers, farm our fields,” she said. “I want to hear their ideas on meeting these challenges and exploring opportunities,” Ostroff said.
